How can we center community specific development goals with a state-wide initiative focused on equitable, low density housing?
Throughout California, multiple cities are piloting ADU initiatives to increase housing production and from 2018 to 2020, 22,695 Accessory Dwelling Units (ADUs) were added to the state’s housing supply. However, many low-income working class communities still do not have access to ADU development opportunities and other emerging forms of low-density affordable housing.
Housing Here! is a new initiative that proposes the development of a framework to inform and implement neighborhood-scale affordable housing initiatives in multiple cities across California.
The framework supports two scales of programming: 1) a city-based one-stop-shop technical program composed of local community based organizations, financial lenders, government partners, builders and architects;Ìý and 2) a state-wide network of knowledge sharing around policy implementation, permitting, financial lending, construction technology, and education between all Cities.
The framework serves as a roadmap for developing, managing, measuring, and refiningÌý a sustainable, comprehensive technical assistance program supporting low-density affordable housing development embedded in underserved communities across California. For existing ADU initiatives, the framework offers operational analysis and opportunities for course correction.
An equity-centered approach to multi-unit development on single-family lots has the potential to expand affordable housing options for low and moderate income households, increase housing stability for residents, and provide a wealth building opportunity for homeowners and first time-homebuyers.ÌýÌý
Housing Here! is currently in development, with the aim to launch framework-informed initiatives in 3-4 different cities in California by late 2022.
